PROPERTY TAX EXEMPTION APPLICATION FOR

INDUSTRIAL MANUFACTURING USES (RCW 84.25)

The City of Richland has established a Targeted Urban Area (TUA) encouraging new manufacturing and industrial uses on undeveloped or underutilized lands zoned Industrial and Manufacturing.

The purpose of the TUA is to increase employment opportunities for family living-wage jobs. Property within the approved area is eligible to receive a City of Richland ad valorem tax exemption for the value of new construction of industrial/manufacturing facilities. This exemption applies to the City’s portion of property tax on improvements only. The exemption provided does not include the value of land or non-industrial/manufacturing-related improvements not qualifying under Revised Code of Washington (RCW) 84.25. To recieve the exemption, applicants must complete the application and provide all necessary information. Approval criteria is based on RCW 84.25.

Priority is given to applications that meet the following labor specifications during new construction and ongoing business as an industrial/manufacturing facility:
  • Compensate workers at prevailing wage rates as determined by the Department of Labor and Industries.
  • Procure from, and contract with, women-owned, minority-owned, or veteran-owned businesses.
  • Procure from, and contract with, entities that have a history of complying with federal and state wage and hourly laws and regulations.
  • Include apprenticeship utilization from state-registered apprenticeship programs.
  • Provide preferred entry for workers living in the area where the project is being constructed; and
  • Maintain certain labor standards for workers employed primarily at the facility after construction, including production, maintenance, and operational employees.
Applications for this exemption program must be received before December 31, 2030.

The following information must be attached at the time of application submittal:

1. Statement of the NEW, PERMANENT, FULL-TIME, family wage jobs to be offered as a result of the new manufacturing or industrial facilities construction. The following MUST BE INCLUDED:
  • Provide on company letterhead.
  • Job titles.
  • Number of new positions, per job title; and
  • Wages per job title.
2. Final dimensional site plan and floor plan showing the following:
  • Total square footage of the building.
  • Total square footage of the requested tax-exempt area.
  • Proposed tax-exempt areas must be highlighted.
3. A development timeline for the project. NOTE: New construction of industrial/manufacturing facility must be completed within three years from this application's approval date.
